Ioana Singureanu joins Team BZ as Chief Innovation Officer

We are excited to announce Ioana Singureanu has joined BookZurman as Chief Innovation Officer after working closely with us as a trusted advisor and subject-matter expert for more than a decade.

“Ioana brings unparalleled domain expertise in standards development and healthcare integration to Team BZ, along with deep and strong ties to the healthcare standards community. We’re honored that Ioana has chosen to continue to champion interoperability through standards with BookZurman,” said President Brian Book.

As Chief Innovation Officer, Ioana will apply more than 25 years of deep healthcare information technology (HIT) standards expertise and thought leadership to solving complex business problems for public and private sector clients: empowering providers to embrace industry standards for patient safety. With a consistent connection to the full lifecycle of interoperability and standards, Ioana will apply insights from engagement with the evolving standards community to client concerns and goals.

In the federal space, Ioana has supported the Office for the National Coordinator for Health IT (ONC), the Department of Health and Human Services (HHS) Substance Abuse and Mental Health Service Agency (SAMHSA), the Food and Drug Administration (FDA), and the Center for Devices and Radiological Health (CDRH). Most recently, she worked with SAMHSA to develop an HL7® FHIR®-based application framework for care coordination and behavior health. As early adopters of this emerging standard, BookZurman created CareNexus®, a modular care-coordination and management platform that incorporates the framework’s open-source code.

A professional highly regarded for her ability to design and implement HIT systems, Ioana has a strong reputation for helping clients achieve exceptional outcomes on their most important strategic initiatives. Broadly, Ioana’s HIT standards development and architecture knowledge has resulted in successful requirements analysis, design and development, and information analysis with a focus on quality for industry-leading organizations.

With Ioana’s robust knowledge and experience, BookZurman will have dedicated capabilities in solving clinical interoperable challenges through healthcare standards, and a stronger voice in continuing to work with federal agencies to develop consensus-based specifications in applying health IT standards to national policy and regulatory requirements.

Ioana officially joins BookZurman after advising as a standards architect on the firm’s behalf for the Veterans Health Administration where she was instrumental in standards development and vendor deployment solutions, aligning to industry best practices for information exchange and health IT standards adoption. Additionally, Ioana participated in several Unique Device Identifiers (UDI) adoption activities and FHIR® conformance and migrations; acted as technical lead for the Medical Device Interoperability Program; developed HL7 V2, CDA/C-CDA, and FHIR® implementation guidance and enterprise-wide standards approval; and created point-of-care medical device tracking by developing IHE integration profiles using HL7® FHIR® resources.

An integral and consistent member of the healthcare standards community, Ioana has been a board-member-at-large of Integrating the Healthcare Enterprise (IHE) USA since 2016 and an active volunteer since 1999 where she authored and implemented IHE PCD Pulse Oximetry Integration Supplement Pulse Oximetry Integration (POI). Since 1997, she has been an active volunteer, committee member and co-chair with Health Level Seven International. Ioana chaired the Foundations and Technology Steering Division for two years, is an HL7® FHIR® Foundation Member, and has been an HL7® Fellow since 2015.

Ioana has also led modeling for the Data Segmentation for Privacy (DS4P) initiative for the Office of National Coordinator for Health IT (ONC) and Standards and Interoperability (S&I) framework with resulting work included in the Meaningful Use Criteria for EHR certification required for payment incentives according to the HITECH act. She provided analysis and technical support to ONC to address Notice of Preliminary Rule Making (NPRM) comments from private and public sector stakeholders regarding Meaningful Use EHR Certification criteria including interoperability specification and vocabulary.

In addition to this work, Ioana co-founded Eversolve where she has consulted for more than two decades as a standards architect, developer and engineer on healthcare application integration and software development, applying her extensive software and mobile application development experience.

Ioana earned her bachelor’s degree in electrical engineering with a minor in computers/mathematics, and graduated summa cum laude and valedictorian of the College of Engineering from the University of Massachusetts, Lowell. She also earned a master’s degree in computer science with a major in database management systems and minor in internet and web systems. Ioana lives in Windham, NH.
